The University of California Office of the President invites comments on a proposed Presidential Policy on Purchases of Goods and Services; Supply Chain Management, BFB BUS-43. 

The clean and tracked changes versions of the policy language are posted on the Policy Coordination Website.

The revision includes:

  • Separate policy and procedures so BUS-43 is truly a Procurement policy.
  • Redrafted in natural language to enable better understanding.
  • Bring policy in line with current Presidential Policy Guidelines and UC Policy best Practices.
  • Update language to reflect law changes.
  • Preferred Payment by Card – Language added to strengthen the Purchasing Card Program by reducing risk and cost, improving efficiency, and accelerating vendor payments.
  • Micro Purchase Award – New provision added to increase the Micro Purchase Threshold.
  • Federal Planning and Reporting – Updated federally funded contract threshold to $900,000 in compliance with FAR rule changes effective 10/1/25 and to address U.S Small Business Administration (SBA) audit findings. Revised language to allow capital equipment thresholds to be updated in BUS-29 without requiring BUS-43 revisions.
  • Supplier Diversity – Updated Supplier Diversity and Economically and Socially Responsible (EaSR) language and replaced with Economic and Community Impact (ECI) terminology and framework to clarify existing non-discriminatory contracting policy. Replaced “Supplier Diversity Coordinator” with “Economic and Community Impact (ECI) Coordinator” to align terminology with the ECI framework and avoid limiting the scope to supplier diversity. Added reference to California Proposition 209 to ensure alignment with applicable state law.
  • Small Business First Waiver – While keeping the Small Business First Policy intact, this section was removed at the direction of the Procurement Leadership Council and Systemwide CPO, allowing campuses to develop their own process and procedures for tracking exceptions.
  • Capital Markets Finance (CMF) – Updated to remove obsolete guidance and align policy language with current CMF processes.
  • Expanded the definition of the ECI Coordinator – to extend outreach, training, and trade-fair participation beyond federally sponsored activities.
  • Reorganization – Moved Economic and Community Impact Coordinator definition in alphabetical order. Reordered Non-Discriminatory Contracting section to be listed before Economic and Community Impact Spend in Part 3: Economic and Community Impact, Small Business First, Federal Planning and Reporting.
  • Supplier Qualification – Added language to clarify bidder information required.
  • Federal Planning and Reporting – Minor revisions added to clarify small business certifications.
  • Hyperlinks – Updated all broken hyperlinks and aligned language with UC Presidential Policy Style Guide.
