The Office of the President has extended the comment period for the proposed changes to the University-wide Police Policies and Administrative Procedures, which are applicable to UC Peace Officers. The new deadline is May 31, 2021. This update follows the previously announced review period which was issued to the campus on March 15 and can be found online.
A summary of the revisions to the Gold Book include:
Use of Force (presently Chapter 8)
Propose changes to the Use of Force policy reflect legislative changes to the use of deadly force (Assembly Bill 392), the language required in a use of force policy (Senate Bill 230), additions/clarifications to definitions, and revisions to emphasize de-escalation.
Body Worn Video (new)
Provides a systemwide approach to the use of the body-worn cameras purchased and distributed to the campuses in 2019/2020.
Systemwide Response Teams (new)
Drafted to create specialized response teams to respond to crowd management situations.
Concealed Carry Weapons (new)
Drafted on the recommendation of the Systemwide Council of Chiefs of Police to adopt a systemwide and consistent policy on the issuance of concealed carry weapons to qualified retired police officers (as required by statute); the policy also specifies that medically retired police officers are not entitled to CCW (pursuant to recent case law).
The proposed policy text is available online.
Those who wish to provide comments on the proposed changes may submit them to the Policy Coordination Office at pco@ucsc.edu by close of business Monday, May 31, 2021.
