Campus utility power interruptions expected May 16-18

The campus must test the primary power relay and breaker control systems to comply with PG&E requirements when the new Cogeneration Plant is operating.  The project testing requires planned electrical utility power service interruptions. To minimize disruption, the testing will take place during two testing windows:

Saturday, May 16, 2015 start at 11 p.m. end May 17, 2015 at 7 a.m.

Sunday, May 17, 2015 start at 11 p.m. end May 18, 2015 at 6 a.m. 

Review the following three lists for the status of your building and check with your Building Coordinator for additional information:

A.  Facilities that will experience utility power interruptions.

B.      Facilities with critical emergency and standby power supplied by generators

C.      Facilities that will be unaffected by the utility interruptions.

Planning for the Cogeneration Plant start-up, testing and commissioning started two years ago. The planning included coordination meetings and a series of email notifications to update and inform all campus units.

Why is UCSC doing this project?

Because we own and plan to operate a cogeneration system that provides power in parallel with the PG&E utility, a complex control and protective relaying system is required by PG&E. The new cogeneration system will provide power to critical research equipment and facilities during extended utility outages, and produce heat used by the campus central hot water plant.

Our metering and protective relaying system carefully balances duration/type of service interruptions with risks of damaging our power generation/distribution equipment during a fault condition. The final testing and commissioning of the cogeneration plant will occur later in April for functionality testing and will be witnessed by PG&E to insure coordination with their system.

A.      The following facilities will experience utility power service interruptions:

Saturday, May 16, 2015 start at 11 p.m., end May 17, 2015 at 7 a.m.

Sunday, May 17, 2015 start at 11 p.m.,  end May 18, 2015 at 6 a.m.

Between six and eight service interruptions are expected during each testing window.
